TORONTO — Infrastructure Ontario (IO) and Metrolinx have selected Mosaic Transit Group, a team featuring Aecon and ACS Infrastructure Canada Group, as the preferred proponent to design, build, finance and maintain the Finch West Light Rail Transit (LRT) project.
The winning team includes ACS, Aecon Concessions and CRH Canada Group as the applicant lead; Aecon Infrastructure and Management, Dragados Canada and Dufferin Construction, a division of CRH, responsible for construction; Arup Canada, Dillon Consulting, DPM Energy, DTAH, Perkins + Will Canada and Sener SES Canada undertaking design; ACS and Aecon O&M, who are responsible for maintenance; and RBC Dominion Securities as the financial adviser.
IO and Metrolinx expect to reach financial close and award the contract in spring 2018, with design and construction to begin shortly thereafter.
The project includes 11 kilometres of new LRT between Humber College and the new TTC Finch West Subway Station on the Toronto-York Spadina Subway Extension, 16 surface stops, a below-grade terminal stop at Humber College, an underground interchange station at the new Finch West station, a maintenance and storage facility for the light rail vehicles and other components, such as trackworks, signalling, communications and public realm infrastructure. The project is being delivered using IO’s alternative financing and procurement model.
The new Finch West LRT line will enable connections to other transit services including GO, the Toronto-York-Spadina Subway Extension, Zum, MiWay and Viva and link the communities of Jamestown, Rexdale and Black Creek with downtown Toronto, said a statement.
