YELLOWKNIFE, N.W.T. — The Government of the Northwest Territories (GNWT) has signed an agreement with North Star Infrastructure (NSI) to design, build, finance, operate and maintain the Tlicho All-Season Road in the Northwest Territories.
NSI is a consortium that consists of Kiewit Canada Development Corporation, the Tlicho Government, Peter Kiewit and Sons, Hatch Corporation and Thurber Engineering Limited.

Construction is expected to start this fall and will take approximately two years, with the official opening expected to take place in 2022. It will include the development of a new, two-lane, 97-kilometre gravel all-season road, providing a year-round connection from Whati to Highway 3, southwest of Behchoko.

The new road is being developed as part of a public-private partnership.

A Request for Proposals was issued in December 2017 and in November 2018 the government announced that NSI was selected as the preferred proponent.

The Tlicho All-Season Road will bring many benefits to the region such as help to reduce the cost of living, new social and economic opportunities and investment from industry in the exploration and development of natural resources.

“This is a major step in improving connectivity for all residents of the Northwest Territories,” said Robert McLeod, Northwest Territories minister of finance in a statement. “The Tlicho All-Season Road will increase resiliency of the Northwest Territories road network, while allowing for improved social and economic outcomes for the people of Whati, Gameti and Wekweeti.”
