RFP closes for Scarborough Subway Extension rail contract

TORONTO — The Request for Proposals (RFP) stage for teams to submit their bids for the Stations, Rail and Systems (SRS) contract for the Scarborough Subway Extension is now closed and Scarborough Transit Connect and SRS Transit Partners (formerly Dragados) submitted proposals by the RFP deadline.

Procurement is being led by Infrastructure Ontario and Metrolinx.

The 7.8-kilometre extension is being delivered in two large contracts: the SRS package and the advance tunnel contract, which was awarded in May 2021 to Strabag.

The SRS project is being delivered using a progressive design-build delivery model.

Following a Request for Qualifications process, teams were shortlisted and invited to respond to the RFP in February. 

Infrastructure Ontario and Metrolinx will evaluate the submissions with a fairness monitor overseeing the entire procurement process. Then they will select a development partner to work with during a development phase before finalizing the design-build contract. The development phase is expected to start this fall/winter.
