Union Station project RFP issued to several teams

TORONTO — Infrastructure Ontario (IO) and Metrolinx have issued a request for proposals to two prequalified teams inviting them to bid to design, build and finance the Union Station Enhancement Project.

The prequalified teams are EllisDon Infrastructure Transit, with EllisDon Civil as the constructor, AECOM Canada as the designer and EllisDon Capital as financial adviser, and Graham Construction Rail Solutions, with Graham Construction and Engineering LP as constructor, RJC Engineers as designer and Graham Capital Planners as financial adviser.

A successful bidder is expected to be announced in winter 2018, said an April 12 media statement.

The scope of work for the project includes replacement of four existing tracks and two narrow platforms with two new tracks and two wider platforms, expansion of platform 24/25, construction of a new covered south platform, protection for level boarding and development of a new east-west contiguous concourse area, extending from York to Bay Street.

The work is part of the GO Regional Express Rail program that will see seven GO corridors electrified by 2025, the statement indicated. The project is being delivered as a design, build, finance contract using IO’s alternative financing and procurement model.

“We are connecting communities by investing in Union Station, a world-class transit hub. The new platform and concourse will help meet a growing ridership and build a truly integrated and accessible transportation system as we continue to deliver on our commitment to provide GO Regional Express Rail to thousands of commuters across the GTHA and beyond,” commented Minister of Transportation Kathryn McGarry in the statement.
