Lehigh Inland Cement Company is proposing to construct and operate a fly ash terminal about 3.2 kilometres northeast of Bienfait, Sask, on land owned by Canadian National Railway Company (CN).
The project involves the construction of three above ground buildings that will include a truck unloading facility, fly ash storage facility, and a railcar load out facility.
Activities during construction of the terminal that include site clearing, stripping and storage of topsoil will be accompanied by appropriate soil salvage and storage techniques, and sediment and erosion controls.
The project is designed to accommodate a storage capacity of 20,000 tonnes of fly ash and would be in operation for a minimum of 20 years.
Fly ash will be transported from the SaskPower Boundary Dam fly ash storage and load out facility using a fully enclosed trucking system with bottom-dump trailer units.
The trucks will enter an enclosed terminal unloading station and discharge the fly ash into a receiving hopper.
The fly ash will be transported by conveyor to an enclosed load out system for direct loading to railcars, or to the storage facility through steel pipes for future load out.
The project will be located on modified land currently used for hay production and therefore will not cause a significant impact to the surface environment in the area.
As a result, the project is not considered a development and will not be required to undergo an environmental impact assessment.
