Line 3 project gets final U.S. permit to start construction

HARDISTY, ALTA. — The final permit required to move ahead with the Enbridge Line 3 Replacement Project in the U.S. has been approved.

Alberta officials celebrated the decision, calling it a major win for the province.

“Alberta’s government is very pleased that the Enbridge Line 3 Replacement Project has cleared the final hurdle of its approval process, allowing construction in the United States to begin,” said Sonya Savage, minister of energy, in a written statement. “This is a crucial milestone, particularly given the challenges the project has faced.

Savage added that the project would not have reached this point without the hard work and perseverance of the men and women at Enbridge.

“The project’s approval is a win for Alberta – and for North American energy security. Canada and the U.S. have built the world’s strongest, most interdependent and trusted energy trading relationship,” she said. “Alberta has, and will continue to be, a stable, secure and responsible energy supplier to the U.S. Our relationship is even more important during these uncertain times as our continued energy partnership will be critical to the continent’s post-pandemic recovery.”

The final permit required to begin building was from the Minnesota Control Agency which granted a construction storm water permit.

The multi billion-dollar Line 3 Replacement Program is the largest project in Enbridge history. It includes a $5.3-billion Canadian component and a US$2.9-billion American component. The project adds to the former Line 3 Segment Replacement Program and will include all remaining segments of Line 3 between Hardisty, Alta. and Superior, Wis. In total, the Line 3 Replacement Program will fully replace 1,660 kilometres of Line 3 with new pipeline and associated facilities on either side of the Canada-U.S. international border.

While officials stated construction can now begin, Enbridge has not specified when that will happen.
