All requests for clarification and questions regarding this RFP must be submitted in writing via email to procurement@aer.ca. All questions or clarifications must be specific to this RFP, and must include references to a specific section or schedule and item number.

It is further requested that all clarification and questions be received no later than January 29, 2018, 14:00:59 Hours (MST). All questions will be answered on or before February 2, 2018.
Although every attempt will be made, the AER cannot guarantee that questions received beyond this time period will be answered prior to the RFP closing time.

The scope of work is broken out into two components:

Component 1 – The replacement of 2 (two) sections of roof, measuring approximately 22,000 square feet and to include asbestos abatement.
(a)All roof construction drawings and specifications are completed and included in Appendix 7.

Component 2 – The upgrade of mechanical and electrical systems.
(a) Prime Consultant (Smith and Andersen) is under a separate contract with the AER for mechanical and electrical drawings and specifications that are currently in production with a March 23, 2018 completion date.
(b) Further description of building systems in attached mechanical and electrical report, asbestos report, and engineers notes in Appendix 7.
(c) An Organizational Chart for the project is included in Appendix 7.

The CRC building is approximately 200,000 square feet in size. Original building was completed in 1961 with an additional expansion in the 1960’s and a major expansion in 1982. Much of the equipment in the original sections of the building was replaced at the time of the 1982 expansion. Due to AER’s fiscal year end, this project will be completed in two Phases:

Phase 1 – Mechanical and electrical design and engineering in production to be completed by March 23, 2018, and

Phase 2 – Construction of the roof and mechanical/electrical to commence after April 1, 2018 and must be complete prior to March 31, 2019.
NOTES:
(a) Roof and asbestos drawings and specifications attached in Appendix 7.
(b) Any required additional work must be identified by proponent in Appendices 3 and 5.
(c) Exact start date of construction to be determined. The AER does not guarantee the volume or value of work.

1) Understanding of project scope/mandatory competencies: As outlined in Appendix 3: Respondent Questionnaire
(a) Selected proponent will act as a Construction Manager (prime contractor) for phase 1 and 2 of the project. The proponents are asked to provide the following:
i. A detailed methodology of delivery of construction management services as detailed including, but not limited to;
ii. A description on how proponent would pre-qualify sub trades.
iii. Provide a detailed project schedule and plan to meet critical timelines and dates.
iv. Provide an example of your cost report format.
v. Provide a detailed list of any additional services.

2) Statement of qualifications and requirements including;
(a) Safety policies and procedures
(b) WCB and Insurance
(c) Construction Management firm with 10+ year’s industry experience and a licensed contractor in the city of Calgary.
(d) Confirm or comment your willingness to adopt the AER service agreement as outlined in Appendix 3.
3) Fee proposal as outlined in Appendix 5: Pricing.
