Site work and renovation of a civil project in North Vancouver, British Columbia. Completed plans call for the renovation of a bridge / tunnel; for site work for a bridge / tunnel; water / sewer project; and water / sewer project.
The Greater Vancouver Water District, hereinafter referred to as the Corporation or Metro Vancouver, invites submissions of Expressions of Interest to remove an existing stair case and landings and replace with structural steel stringers and angles supporting pultruded fiberglass tread and guardrails on a steep public trail.

While it is anticipated that this Request for Expressions of Interest (REOI) may lead to negotiations with Respondents that provide attractive responses, Metro Vancouver reserves the unfettered right to determine the next steps in the process which may include: issuing a Request for Qualifications or a Request for Proposal; Invitation to Tender; Notice of Intent to Contract (NOIC); collapsing this process entirely; or pursuing a different selection process altogether.

This is not an Invitation to Tender or Request for Proposal. By participating in this REOI, each Respondent expressly agrees that no contract of any kind is formed under, nor any legal obligations whatsoever arise out of this REOI.

.1 The existing trail stairs are situated on the Baden Powell trail just beyond the west side of the pipeline bridge that crosses the Seymour River about 50m north of the northern terminus of Riverside Drive in North Vancouver. The stairs extend up the west side of the Seymour River canyon, and are a wooden structure with 54 steps, a concrete landing at the base, a wooden landing at the top, and three intermediate wooden landings; the base and intermediate landings have concrete support pads below them.

.2 The existing stairs and landings are to be removed and replaced with structural steel stringers and angles supporting pultruded fiberglass treads and guardrails. There are two intermediate landings. The stringers are supported on a concrete levelling pad secured to the existing concrete pier at the base, by structural steel at the intermediate landings, and by a new concrete landing at the top. The existing concrete pads are not to be removed unless they interfere with the new stairs.

.3 The Work of the Contract includes, but is not limited to, the following:

.1 Supply of all labour, materials, equipment, tools, transportation, supervision, and other required costs and incidentals.

.2 Mobilization and demobilization of all personnel, equipment, and materials to and from the site; this Includes but not limited to fabricated staircase, heavy equipment, concrete, etc.

.3 Supply, installation, and removal of all necessary equipment to complete the work.

.4 Removal and disposal off site of the wooden stairs and landings, and the existing concrete bases if necessary.

.5 Strip existing soil and loose rock from below the new stair support footprint if required. Stockpile soil and rock as directed by the Corporation.

.6 Set benchmarks and confirm that the stair layout fits above existing bedrock, and will clear the existing log wall, prior to fabricating any structural steel elements.

.7 Install a galvanized wire mesh and soil anchors as per the civil drawings and construct the new stairs in accordance with the structural drawings.

.8 Clean-up and removal of all debris and construction materials.

The key objective of this REOI is to identify potential contractors that can perform all aspects of the work required to remove an existing stair case and landings and replace with structural steel stringers and angles supporting pultruded fiberglass tread and guardrails on a steep public trail.

From any response received, Metro Vancouver may define its requirements with one or a number of Respondents with the possible outcome being negotiation with the Respondent(s), or may choose an alternate approach as noted in the section titled intent.

It is the Corporations policy to maintain confidentiality with respect to all confidential information related to Responses received, but the Respondent acknowledges and agrees that any confidential information disclosed by it to the Corporation may be subject to a request for public disclosure under the Freedom of Information and Protection of Privacy Act, R.S.B.C. 1996, c.165, as amended from time to time.

The Respondent acknowledges that the Act provides an exemption from disclosure for information as specified in Section 21 of the Act. Accordingly, if any information supplied to the Corporation fits within Section 21 of the Act, the Respondent must specifically advise the Corporation and request the Corporation not to disclose that information.
