VICTORIA, BC — The B.C. Ministry of Transportation and Infrastructure has launched the first procurement phase for the Belleville Terminal Redevelopment Project.
The project kicked off with a request for qualifications (RFQ) for the terminal’s design and construction, highlighting its role as an international nexus for substantial economic activities.
With a budget of $303.9 million and federal funding of $41.6 million, the redevelopment is slated for completion by the 2028 tourism season. Discussions are ongoing with key stakeholders, including Black Ball Ferry Line and FRS Clipper, regarding their potential contributions.
Transportation Minister Rob Fleming emphasized the terminal’s pivotal part in regional tourism and trade, noting the swift shift from approval to procurement.
The modernized terminal is expected to significantly facilitate travel and boost economic activity across the border, explains a release.
Post-RFQ, selected teams will be invited for a detailed request for proposals (RFP) phase. One notable feature of the upgrade is compliance with the Canada-U.S. Preclearance Agreement, enabling passengers to undergo U.S. customs and immigration procedures in Victoria.
The project also recognizes its cultural context, being situated on Lekwungen territory. Collaborating with the Songhees and Esquimalt Nations will create opportunities for the new terminal to reflect the area’s cultural and geographical heritage, the release adds.
