Paul is president of the Progressive Contractors Association of Canada (PCA). The PCA is the voice of progressive employers in Canada's construction industry. His role with the PCA is focused on ensuring that its progressive member companies -- who entail the bulk of a group of contractors unionized outside of the framework of international craft-based unions -- are able to secure work opportunities that are free from monopolized interests, restrictive bidding practices, outdated labour laws and rigid approaches to constructabilty.
