Wright Construction Western Inc. has been selected as the design-build team for the new Weyburn and District General Hospital, with the new facility part of a $138.7 million capital expenditure program initiated by the Saskatchewan Health Authority (SHA) in early 2022. 

The new hospital will include 25 acute care beds and a 10-bed mental health in-patient unit transferred from Tatagwa View. It will also include an emergency medical services garage and an adjacent heliport to support patient transport.

The new hospital will be located on the north side of 5th Avenue North between Hamilton Street and 5th street at 275 – 5th avenue NW. Construction of the new hospital is expected to begin in late 2022 with a completion date targeted for late 2024. 

The contract award to Wright used a two-stage procurement model. No figures are available for the completed hospital.

Wright Construction, a Saskatoon-based construction company operating in Western Canada since 1904, recently completed the new Legacy Park Elementary School and community recreation centre in Weyburn. 

Wright beat out competitor PCL Construction Management Inc. for the new Weyburn hospital contract. PCL Construction is serving as the construction manager for the Government of Saskatchewan’s Saskatoon Remand Centre project. The new centre will add space for approximately 400 remanded inmates at the Saskatoon Correctional Centre with a completion date set for 2024.  

Both PCL and Wright were selected in the March request for qualification (RFQ) process and moved onto the request for proposal (RFP) phase completed in September with Wright’s winning proposal announced in late November.   

“We are very excited to be selected as the design-builder for the new Weyburn and District Hospital,” said Chris Doka, Wright’s operations manager. “We’ve assembled an amazing team of trade partners, consultants and health care professionals, and our entire team is looking forward to continuing our collaboration with SaskBuilds, the Saskatchewan Health Authority and the City of Weyburn.”

While unsuccessful in gaining the Weyburn contract, PCL Management is now involved with a modified RFP for the redevelopment of the Victoria Hospital in Prince Albert, which it qualified for in August, as part of SHA’s planned 2022 capital expenditure program. 

The Prince Albert Victoria Hospital project involves constructing a new multi-level acute care tower, replacing the adult mental health space and renovating the existing building.

In a modified RFP, a single team that has demonstrated it meets the RFQ requirements released Dec. 17, 2021, is shortlisted to move to the next stage of procurement. PCL Construction Management’s shortlist team consists of Kirsten Reite Architecture (Vancouver, B.C.), Smith and Andersen Consulting Engineering (Burnaby, B.C.) and Delco Automation Inc. (Saskatoon, Sask.).

In a modified RFP, which is a competitive process, the shortlisted proponent will develop and submit a design and a series of proposals to demonstrate how it will meet the project’s technical and cost requirements. The shortlisted proponent’s bid will be assessed against a “shadow” bid developed by an independent cost consultant (ICC) to assess value and validate current market conditions. SSA Quantity Surveyors Ltd. will serve as the ICC for this procurement.

If the government accepts PCL’s bid, it will be awarded the construction of the new tower and renovation of the existing facility. If PCL’s bid is unsuccessful, the Government of Saskatchewan will own the completed design and may tender the construction through another contractor.

SHA’s budget also includes pre-construction planning for new and replacement long-term care facilities in Estevan, Grenfell, Regina, Watson and the Regional Health Centre in Yorkton. In Regina, crews from Graham Construction began working on the Regina new urgent care centre with completion slated for spring 2023.
