EDMONTON — Edmonton City Council has given the green light for plans to build a new neighbourhood on 127 hectares of land owned by the Alberta government in Heritage Valley. The new neighbourhood will be situated between Ellerslie Road and 28 Avenue SW, and west of 127 Street SW.
“The development of the plan was a collaborative effort between the city and the province,” said Rhonda Toohey, Edmonton’s acting branch manager of city planning, in a press release. “This close collaboration has resulted in a plan that establishes a clear vision for the future development of this important node in Heritage Valley that is expected to be home to as many as 3,900 people.”
The city worked with provincial officials on the plan to ensure the future LRT extension of the Capital Line LRT interfaces properly with the hospital and health campus, and that the plan exemplifies the governments’ shared goals of creating a healthy, connected and complete community.
Prominent aspects of the plan include a new hospital and health campus, a future neighbourhood LRT station with surrounding high-density transit supportive development, the location of roads and stormwater ponds, a variety of residential and commercial land uses, a retained tree stand and an interconnected trail network with a centrally located neighbourhood level park and future school site.
Work prepping the hospital site is expected to start in 2021 with the hospital tentatively scheduled to open to the public in 2030. The city noted that scheduling construction on the rest of the neighbourhood will be up to the province as the landowner and is typically dependent on market conditions and demand.
Historically in Edmonton, neighbourhoods have taken approximately 10 to 15 years to build out after a neighbourhood plan has been approved by council.
