INVITATION TO BID

TENDER NO. 180403-6
ARGYLE SECONDARY SCHOOL REPLACEMENT

1.  REQUEST FOR TENDERS

SEALED BIDS, for the Argyle Secondary School Replacement located at 1131 Frederick Road, North Vancouver, BC, will be received by the undersigned up to 2:00 p.m., Pacific Standard Time, Tuesday, April 3rd, 2018. Tenders will be opened immediately thereafter. The reading of bids will be open to the public.

The work of this Contract consists of furnishing all labour, materials and equipment required for the work shown, and/or described in the drawings and specifications for construction of a new two storey, 12,815m2 (approx.) secondary school. Generally, main building construction consists of steel, glu-lam and nail laminated timber structure, steel stud infill, SBS membrane roofs, masonry veneer and prefinished metal exterior cladding, and thermally broken aluminum windows and curtain wall. The work also includes:

.1  Associated mechanical and electrical work as described in those documents.
.2 On-site civil works (services, roadworks), soft and hard landscaping,
.3  Offsite civil works to Frederick Road, Fromme Road and Argyle Road.
.4  The  demolition  of  existing  school,  portables  and  their surrounding site works,
.5  The daylighting and re-routing of Kilmer Creek
.6  Preparation of site to sub-base for artificial turf field.

The work will be constructed under a Stipulated Price Contract, and is to be completed under the following conditions:

.1  All work will adhere to the School Districts requirement to accommodate ongoing use of the building and a portion of the existing all-weather play field during the school year. Project phasing is identified in the Contract documents.
.2  Project insurance for all Capital Projects is provided by the Ministry of Education through the Schools Protection Program.
.3  The project requires compliance with the British Columbia policy and procedure guidelines in relation to the B.C.’s Skills for Jobs Blueprint–Apprentices on Public Projects in British Columbia.

The form of agreement and general conditions used for this project will be the Standard Construction Document CCDC 2 2008 Stipulated Price Contract, produced by the Canadian Construction Documents Committee with alterations and additions as set forth in supplementary conditions.

The Bid Documents will be lodged with Vancouver Regional Construction Association Plan Room, and are available from Dominion Blue Reprographics, 99 West 6th Avenue, Vancouver, BC V5Y 1K2, to General Contractors only on a deposit of $200.00 (payable to KMBR Architects Planners Inc.), refundable upon return of documents in good order and within 20 working days from  tender  closing  unless  notified  other wise.  General Contractors may receive up to 2 sets of tender documents, upon receipt of the deposit of $200.00 for each set. If GC’s require more than 2 sets they, at their own expense, must order these sets online directly through the Dominion Blue Reprographics plan room: http://www.dominionblue.com.

Bid Depository will not be used.

Bids shall be accompanied by a Bid Bond in the amount of 10% of the tender price and Consent Surety by the surety company providing 50% Labour and Material Bond and 50% Performance Bond of the Bid Price.

Faxed amendments to the Bid are allowed prior to Tender Closing.

The lowest or any Bid may not necessarily be accepted. Sealed Bids shall be marked and addressed as follows:

.2  Only written requests for information sent by e-mail or by facsimile transmission will be responded to. All requests for information shall clearly indicate the project name, the contact person, company name, and contact information of the party requesting the information.

.3  The architect will endeavour to respond to RFI’s within 24 hours of receipt. All RFI’s will be responded to by Addendum and posted to BC Bid by the Owner. Any RFI received within 48 hours of tender closing time will not be responded to.

4. EXAMINATION OF SITE AND DOCUMENTS

.1  The Bidders shall be deemed to have inspected the site and all conditions thereon and to have reviewed the complete contract documents in order to obtain a satisfactory comprehension of the work required and shall make all investigations necessary as to the form and nature of the site, ground, sub-soil and sub-strata, the quantities, location and nature of the work, the means of access to the site, the accommodation and facilities that may be required, and the conditions under which the labour force will be employed and in general have obtained all necessary information, location or otherwise, as to risks, contingencies and other circumstances which may influence or affect this tender. No allowance will be subsequently made for failure to make such examination.

6. WORK SCHEDULE

.1  After closing of bids and when requested by Owner, submit (within 48 hours) a Construction Schedule on “Prima Vera” or “MS Projects” showing start and completion dates for each phase of the project:

.2 The Contractor shall bid on and schedule the work accordingly, to allow for all Phasing milestones. Refer also to the Instructions to Bidders, the Tender Form, Section 01 11 00  Summary  of  the Work  and  Special  Conditions,  and Section 01 32 00 Construction Schedules.
