RFP issued for Lakeshore West line improvements

TORONTO — Infrastructure Ontario (IO) and Metrolinx have issued a Request for Proposals (RFP) to Steelhead, EllisDon Infrastructure Transit and West Link Partners to design, build and finance the Lakeshore West Infrastructure Improvements project.

The infrastructure upgrades are required to accommodate the planned expansion of GO Transit rail service on the Lakeshore West line, states a release issued by IO.

The shortlisted teams were selected based on criteria identified in the Request for Qualifications process that began in December 2017. Criteria included their design and construction capability, experience, qualified personnel and financial capacity to deliver a project of this size.

The teams are now invited to respond to the RFP and will begin preparing proposals. Once submissions are received, IO and Metrolinx will evaluate the proposals, select a preferred proponent and then negotiate a final contract.

A successful proponent is expected to be announced in early 2019.

The scope of work for the project includes: Exhibition station in-corridor enabling works and track improvements; Mimico station improvements and accessibility upgrades; Long Branch station improvements and accessibility enhancements; Clarkson station in-corridor enabling works; Kerr Street grade separation; Bronte station in-corridor enabling works; Burloak Drive grade separation; a Drury Lane pedestrian bridge replacement; and the Lewis Road layover facility expansion.

Work on the Lakeshore West Line is part of a larger, system-wide plan to improve overall GO Transit service, including the delivery of GO Regional Express Rail by 2024-25.
