VICTORIA — British Columbia’s Minister of Transportation and Infrastructure Claire Trevena has announced the board of directors for B.C. Infrastructure Benefits Inc. (BCIB), the crown corporation that will execute the province’s community benefit agreements (CBA).
Alan Donald Bruce will assume the BCIB board chair effective Jan. 30 for a three-year term and Roberta Ellis, Kirsten Ragnhild Wilson, Michael Alan Bonshor, Gary Wayne Kroeker, Anita Kaur Atwal and Clyde Hill Scollan will make up the rest of the board.
Bruce’s background is in trades training and he is retired from his position as an international representative for the Canadian office of the International Union of Operating Engineers (IUOE). He is also the past chair of the Canadian Apprenticeship Forum and a past director of the BC Industry Training Authority.
Ellis was the senior vice-president of corporate services and human resources at WorkSafeBC and was Manitoba’s deputy minister of health from 1996 to 1999 as well as the Manitoba deputy minister of labour from 1989 and 1993. Wilson is the president of Jack Cewe Ltd., one of the largest privately-owned civil construction and aggregate mining businesses in B.C.
Kroeker is a welder fabricator by trade, a member of IUOE Local 115 and Bonshor is a member of the Dzawada’enuxw First Nation of Kingcome Inlet, with over 20 years of experience working with First Nations across Canada on economic development, finance, business governance and investment.
He is also president/CEO of Ki’mola Indigenous Capital, a First Nations project finance and investment firm.
Atwal is a lawyer at HHBG Lawyers, previously practiced at Alexander Holburn Beaudin & Lang and serves as director and former president of the South Asian Bar Association. Scollan is president of the Construction Labour Relations Association of British Columbia and serves as a board member of the BC Centre for Women in the Trades.
The BCIB was established in July 2018 and will be used first for delivery of the new Pattullo Bridge in the Lower Mainland and projects within the Trans-Canada four-laning program near Kamloops. The organization will be used to lead recruitment, hiring and co-ordination of skilled labour as well as employee relations, human resources, identification of training needs and reporting and performance measurement.
