TORONTO — Infrastructure Ontario (IO) has issued a Request for Qualifications (RFQ) for a private sector service provider for Real Property Services as the current property and land management contract has been in place since 2009 and will expire in 2024.

IO, on behalf of the Government of Ontario, manages one of the largest real estate portfolios in Canada, which includes more than 4,400 buildings accommodating about 60,000 Ontario Public Service employees in 350 communities across the province, indicates a release.

The portfolio consists of office buildings and space and special purpose facilities such as courthouses, detention centres, OPP detachments and laboratories. IO also directly manages 194,000 acres of land, including hydro corridors and land banks.

The next generation contract will include the delivery of day-to-day property management, asset renewal works, capital planning, smart building technology, energy and environmental management, strategic sourcing and vendor management as well as lease administration.

Industry leaders were engaged through an open invitation market-sounding exercise and provincial ministry clients were consulted, the release states, adding the RFQ will pre-qualify best-in-class companies capable of taking an innovative approach to Real Property Services while leveraging technology.

IO will evaluate submissions and develop a shortlist of qualified proponents who will be invited to respond to a Request for Proposals in early 2022. A second RFQ focused on a next generation contract for Transaction Services is expected to be released in late fall.
