RFP issued for stations, rail and systems package for Scarborough Subway Extension

TORONTO — Infrastructure Ontario (IO) and Metrolinx have issued a Request for Proposals (RFP) for the stations, rail and systems (SRS) contract for the Scarborough Subway Extension, inviting three qualified teams to submit detailed plans for how they will design and build stations and emergency exit buildings, fit the tunnel with track and signals, and install and commission the systems required for operations.

The three teams and their prime team members are:

  • Dragados, which consists of applicant lead Dragados Canada, Inc.; design member AECOM Canada, Ltd.; and construction member Dragados Canada, Inc.
  • The KSX Integrated Design-Builders team is made of up applicant leads Peter Kiewit Sons ULC, SNC-Lavalin Constructors (Pacific) Inc.; design members Peter Kiewit Sons ULC, SNC-Lavalin Constructors (Pacific) Inc.; and construction member Peter Kiewit Sons ULC, SNC-Lavalin Constructors (Pacific) Inc.
  • Scarborough Transit Connect includes applicant leads Aecon Infrastructure Management Inc., FCC Construccion S.A.; design member Mott MacDonald Canada Limited; and construction members Aecon Infrastructure Management Inc., FCC Construccion S.A.

The three-stop, 7.8-kilometre Scarborough Subway Extension is one of the Ontario government’s four priority subway projects in the Greater Toronto Area. It is being delivered in two large contracts: the SRS package and the advance tunnel contract.

In May 2021, Strabag was awarded the advance tunnel contract to assemble the tunnel boring machine, which will begin tunnelling this spring.

The three shortlisted teams were selected based on criteria identified in the Request for Qualifications process that began in September 2021 and included design and construction experience, as well as financial capacity to deliver a project of this size and complexity.

Under the Progressive Design-Build procurement model, IO and Metrolinx will evaluate the submitted proposals and award the development contract to the successful team in fall 2022, indicates a release.

The construction contract will be awarded in mid-2024.

Last year, the Government of Canada announced its commitment to fund 40 per cent of eligible costs, more than $10 billion, for the priority projects which include the Ontario Line, the Scarborough Subway Extension, the Yonge North Subway Extension and the Eglinton Crosstown West Extension. Federal funding for the Yonge North Subway Extension is conditional on federal Treasury Board approval.
