The Ontario Sewer and Watermain Construction Association will be looking for a new executive director with the resignation of Frank Zechner. But Zechner says he will maintain his connection to the association.

The Ontario Sewer and Watermain Construction Association will be looking for a new executive director with the resignation of Frank Zechner, but his connection to the association will continue, he says.

“I am resuming my pre-2006 role — essentially sewer and watermain (OSWCA) were one of my major clients. “Now, I am in a position to provide similar services to other construction associations,” says Zechner.

After almost four years at the executive director helm of OSWCA Zechner says there are a lot of accomplishments to look back on fondly.

Prior to OSWCA, he ran his own law practice, focusing on construction, environmental and regulatory issues, which resulted in five years as lead counsel for OSWCA before he assumed its executive director role.

“This is absolutely voluntary — if it was not, they would not be doing business with me,” explains Zechner.

“I am now engaged in my prior role as a lead resource for the association and with other associations as well.”

Among Zechner’s highlights during his time with OSWCA were fair and open tendering practices where a number of disputes were resolved with various municipalities, raising awareness about both One Call locate issues with the province and the dewatering of contaminated soil and pushing the water infrastructure investment agenda.

“We certainly have moved yardsticks on a lot of those issues,” he says.

In a statement on the OSWCA website, Greg White, association president, says Zechner had been approached over the last couple of months by his “past clients” to provide additional legal services for them.

“In his quest to be fair to our board and association, Mr. Zechner thought it would be best to return to his previous capacity as our legal consultant on certain matters and I agreed,” writes White.

“Mr. Zechner will take this opportunity to expand his practice in his preferred area of environmental law.
