EllisDon/PCL team submits proposal for Trillium redevelopment project

TORONTO — Infrastructure Ontario (IO) has announced that one proposal was submitted upon closing of the Request for Proposals (RFP) stage for the Trillium Health Partners (THP) long-term redevelopment project.

The proposal includes the Peter Gilgan Mississauga Hospital. IO announced recently that EllisDon + PCL Health Care Partners submitted their proposal by the RFP deadline.

The two-phase RFP process began in April 2022.

The new Peter Gilgan Mississauga Hospital will include the full replacement of the existing hospital site, a new emergency department, new advanced diagnostic imaging facilities, a new pharmacy and clinical laboratory and a parking structure.

The project is being procured using a progressive public-private partnership (P3) approach, which involves both a development phase agreement and a design-build-finance-maintain P3 project agreement, stated a release.

Over the next few months, IO and THP will evaluate the RFP submission and if successful, enter into a development phase agreement with the new partner in early 2023. During this phase, the statement said, all partners will work together to further define and refine project requirements, design, pricing and risk parameters.

Upon completion of the development phase in 2024, it is expected that the development partner will enter into a fixed-price project agreement with THP to design, build, finance, and maintain the project.

IO and THP are working with the Ontario Ministry of Health to deliver the project.
