PCL awarded $1.33B contract for CAMH Phase 1D redevelopment
CENTRE FOR ADDICTION AND MENTAL HEALTH—PCL Partnerships has been awarded the contract to build the Centre for Addiction and Mental Health Secure Care and Recovery Building. It’s part of the fourth and final phase of CAMH’s redevelopment project.

TORONTO—A fixed-price contract of $1.33 billion has been awarded to PCL Partnerships by Infrastructure Ontario (IO) and the Centre for Addiction and Mental Health (CAMH) to design, build and finance the CAMH Phase 1D Redevelopment project.

The PCL Partnerships team includes PCL Constructors Canada Inc. as applicant lead and construction team; Diamond Schmitt Architects and Architectural Resources (design team); and TD Securities (financial adviser).

The Phase 1D Redevelopment project includes the construction of a new building, the Secure Care and Recovery Building, which will support CAMH’s forensic services. Once complete, the building will include:

  • Increased bedded capacity to support the forensic mental health program;
  • dedicated family visitation areas in the inpatient units;
  • enclosed outdoor areas to support recovery;
  • outpatient services; and
  • security and building support services.

PCL will begin mobilizing onsite and construction will start in spring 2024. Construction is targeted to be completed in winter 2028/2029.
