MISSISSAUGA, ONT. — EllisDon has announced that the Progressive Education Partners P3 team has achieved commercial close on the Prince George’s County Public Schools (PGCPS) school-bundling construction project in Maryland.
The Blueprint Schools Phase II project is valued at $800 million. The project will see the construction of eight new school facilities grouped into three separate bundles, stated a release.
EllisDon is a member of the Progressive Education Partners team. It’s the first P3 contract and equity investment to be secured in the United States by EllisDon.
Schools selected as part of the phase two project have been identified either due to the current condition of the existing school or as a result of population growth within the surrounding community.
The scope of the project includes design and construction of eight schools throughout the county with three staggered completion dates across a four-year construction period; demolition of several existing school facilities; and maintenance and rehabilitation for each school throughout a 30-year term.

Members of the Progressive Education Partners team include lead developer and equity member Plenary Americas; equity members EllisDon Capital and Phoenix Infrastructure; design-builder MCN Build; lead designer Perkins Eastman; operations and maintenance by EllisDon Facilities Services, US Facilities and RSC Electrical and Mechanical.
In the coming weeks, PGCPS and the Progressive Education Partners team will work toward reaching financial close. The bundles of schools that comprise the project are expected to be completed by summer 2026, 2027 and 2028.
