Three teams have been shortlisted to design, build and partially finance the McLoughlin Point Wastewater Treatment Plant, Victoria Harbour Crossing and Marine Outfall in Victoria, B.C.

Three teams have been shortlisted to design, build and partially finance the McLoughlin Point Wastewater Treatment Plant, Victoria Harbour Crossing and Marine Outfall in Victoria, B.C.

The three teams are Capital Clear, Harbour Resource Partners, and PCL Partnerships. Eight teams responded to the CRD’s project Request for Qualifications, which closed on May 10, 2013.

Capital Clear is made up of Dragados Canada and Knappett Projects, Inc, Harbour Resource Partners is AECOM Canada, Graham Infrastructure and SUEZ North America (SENA), and PCL Partnerships consists of PCL Constructors Westcoast Inc., Veolia Water Solutions, and North America Construction.

The McLoughlin Point Project is one of three components of the Capital Regional District’s (CRD’s) Core Area Wastewater Treatment Program (CAWTP).

A Request for Proposals (RFP) will be issued July 2013 with proposals submitted by January 2014. The Core Area Wastewater Treatment Program Commission will select a preferred proponent by spring 2014. Construction of the new McLoughlin Point Wastewater Treatment Plant Project is anticipated to get underway in summer 2014 with completion in 2018.
