RFQ issued for major OPP modernization project

TORONTO — The Government of Ontario is building 12 new Ontario Provincial Police (OPP) detachments and a regional headquarters in Thunder Bay.

As such, Infrastructure Ontario (IO) and the Ministry of the Solicitor General have issued a request for qualifications (RFQ) for interested parties to submit their qualifications to design, build and finance the new detachments and regional headquarters as part of phase three of the Ontario Provincial Police (OPP) Modernization project.

The new detachments will be located in Ignace, Niagara, Bracebridge, New Liskeard, Burlington, Kenora, Lancaster, Red Lake, Sioux Lookout, Killaloe, Espanola/McKerrow and Wawa.

The structures being replaced are an average of 40 to 60 years old and are well past their expected lifespan, a release reads.

The new detachments will range in size and will include:

  • Closed circuit television systems;
  • a secure sallyport allowing for direct access to secure holding cells and prisoner processing area;
  • new accessibility standards in the public area;
  • exhibit/evidence vaults with a proper processing area;
  • holding cells; and

modern building infrastructure to meet changing technology requirements.

The RFQ is the first step in the process to pre-qualify a team. Submissions will be reviewed to shortlist teams with the suitable design and construction experience, as well as the financial capacity to deliver a project of this size and complexity. Shortlisted teams will then be invited to respond to a request for proposals, which is expected to be released in early 2026. Interested companies must register on merx.com to download the RFQ.
