HAMILTON, ONT. — Infrastructure Ontario (IO) and Metrolinx have issued a request for proposals inviting three shortlisted teams to design, build, finance, operate and maintain the Hamilton Light Rail Transit (LRT) project.

The three teams announced in an April 13 statement are CityLine Transit Group, Ei8ght Transit and Mobilinx.

IO and Metrolinx say they expect to select a preferred proponent, followed by the contract award with the successful bidder, in 2019.

Members of the CityLine group are ACS, Aecon, CRH and TIAA as equity provider, Dragados, Aecon and Dufferin as constructors, Parsons, HDR, Amec and RDHA as the design team and ACS, Aecon, CRH and Serco as the operation, maintenance and rehabilitation team.

Ei8ht Transit team members are EllisDon, Fluor and Bombardier as equity providers, Fluor Canada, EllisDon Civil and Bombardier as constructors, WSP/MMM, Hatch, Gh3 and Bombardier as design team and EllisDon Facilities Services and Bombardier undertaking operation, maintenance and rehabilitation.

Members of Mobilinx are Astaldi, John Laing, Hitachi-Ansaldo, Amico and Transdev as equity providers, Astaldi, Hitachi-Ansaldo, Amico and Bot as constructors, IBI, Hitachi-Ansaldo, Daoust Lestage, Morrison Hershfield, Exp Services and Arcadis as the design team and Transdev, Hitachi-Ansaldo and Astaldi as the as the operation, maintenance and rehabilitation team.

The project includes 14 kilometres of new dedicated rapid transit infrastructure from McMaster University in the west through downtown Hamilton to Eastgate Square in the east, with 17 stops along the Main Street, King Street and Queenston Road corridor and connections to the Hamilton bus network and the GO Transit network.

There will also be a pedestrian connection to the Hamilton GO Centre station. The contract also includes procurement of a fleet of light rail vehicles and construction of an operations, maintenance and storage facility.

Construction is anticipated to start in 2019, with an estimated completion date of 2024, the statement noted. The project is being delivered using IO’s alternative financing and procurement model with design, build, finance, operate and maintain responsibilities.
