TORONTO — A request for qualifications (RFQ) has been issued by Infrastructure Ontario (IO) and the Ministry of Transportation (MTO) to prequalify project teams to deliver the Highway 3 expansion project in the County of Essex, Ont.
The project, which will be delivered through a design, build and finance public-private partnership model, involves widening the road from two to four lanes for about 15.6 kilometres from the Town of Essex to the Town of Leamington.
The work also involves drainage improvements including the extension of six mainline structural culverts, the replacement/extension of existing centreline culverts along with the installation of additional culverts for the modifications to the local road network; realignment and intersection removals of several local roads on Highway 3; reconstruction/resurfacing of existing lanes on Highway 3; and signalization and illumination as required.
IO and MTO will evaluate RFQ submissions to prequalify project teams with the relevant design, construction and financing experience which will be invited to respond to a request for proposals expected to be issued this fall.
