INFRASTRUCTURE ONTARIO - The contract for the Thunder Bay Correctional Complex has been awarded to the EllisDon Infrastructure Justice team, which includes EllisDon Capital Inc. (developer); EllisDon Corporation (design-builder); Zeidler Architecture Inc. and DLR Group Inc. (design team); EllisDon Facilities Services Inc. (facilities management); and EllisDon Capital Inc. (financial adviser).

THUNDER BAY, ONT. – A fixed-price contract of $1.2 billion has been awarded by Infrastructure Ontario (IO) and the Ministry of the Solicitor General to EllisDon Infrastructure Justice to design, build, finance and maintain the Thunder Bay Correctional Complex project.

Onsite mobilization and pre-construction work will begin in summer 2022 with construction to begin in the fall, indicates a release, adding construction is expected to be completed in fall 2026.

The EllisDon Infrastructure Justice team includes EllisDon Capital Inc. (developer); EllisDon Corporation (design-builder); Zeidler Architecture Inc. and DLR Group Inc. (design team); EllisDon Facilities Services Inc. (facilities management); and EllisDon Capital Inc. (financial adviser).

The contract, adjusted for inflation, reflects payments during construction, a substantial completion payment and monthly service payments during the 30-year operations and maintenance period, states the release.

The project will result in the development of a 345-bed, multi-purpose correctional facility and is expected to improve access to programming, living conditions and education, while also updating automation and technology.
