Bradford landscaper convicted for EPA violation

NEWMARKET, ONT. — A landscaping company based in Bradford, Ont. has been convicted of violating the Environmental Protection Act by providing false information to the Ministry of Environment, Conservation and Parks during a waste dumping investigation.

Conceptos Group Inc. was convicted in Newmarket, Ont. court on Dec. 1 and fined $30,000 plus a victim fine surcharge of $7,500 for its violation of the act in March two years ago. Company director Juan Carlos Velazquez Ortega was fined $10,000 plus a victim fine surcharge of $2,500.

According to a ministry account, in October 2020, the owner of a property in Whitchurch-Stouffville, Ont. contacted the ministry to report that waste had been deposited on the property without their permission by Conceptos Group.

In February 2021, the ministry contacted the company to request information about the source of the deposited material. The next month, Ortega responded to the ministry by email and attached an engineer’s report related to the Woodside Square Mall project.

The ministry’s investigation revealed the deposited material at the site did not originate from the mall project. The ministry’s Environmental Investigations and Enforcement Branch investigated and laid charges.
