PRINCE GEORGE’S COUNTY, MARYLAND — Financial close has been reached on the $800 million Blueprint Phase II Schools project in Prince George’s County, Maryland, Progressive Education Partners (PEP), a Plenary Americas led consortium, announced recently.
Phase II includes the construction of eight new school facilities grouped into three separate bundles.
Schools selected as part of the second phase were identified either due to the current condition of the existing school or due to population growth within the surrounding community.
The schools will be built in three staggered completion dates across a four-year construction period; there’s the demolition of 11 existing school facilities; and maintenance and rehabilitation for each school throughout the 30-year term.
The project will be financed through both public and private sources. Public funding will account for US$228 million during construction while the long-term financing includes US$650 million in taxable municipal bonds, a release indicates, adding private capital will be repaid over the concession in the form of availability payments.
PEP will now begin the design-build phase of the project. Construction expected to begin in September and is anticipated to be completed in 2028.
Members of the PEP team include Plenary Americas (lead developer and equity member); EllisDon Capital and Phoenix Infrastructure (equity members); MCN Build (design-builder); Perkins Eastman (lead designer); and EllisDon Facilities, US Facilities, RSC Electrical and Mechanical (operations and maintenance).
The schools selected for Phase II were Margaret Brent Elementary School; Hyattsville Elementary School; James Duckworth Regional School; Springhill Lake Elementary School; Brandywine K-8 School; Robert Frost K-8 School; Templeton Elementary School; and Fairwood Elementary School.
