Explosives firm Dyno Nobel Canada Inc. recently registered for environmental assessment a proposed modular emulsion manufacturing plant in Wabush, Labrador with the provincial environment and conservation department.
In a bulletin posted to the Newfoundland and Labrador government website, on June 18, the province states that the undertaking includes an emulsion plant and parking garage at the Scully Mine site. If approved, the plant would supply Cliffs Natural Resources Inc. (NYSE: CLF) with blasting agent emulsion. Cleveland-based Cliffs mines Hematite in Wabush, located east of Labrador City near the Quebec border.
“In addition to the manufacturing plant and heated parking garage, there will be construction of 778 metres of new rail section and construction of 2.5 kilometres of new access roads to service Scully Mine and other mines in the area,” the bulletin states. “Construction is scheduled to begin in August of 2012.”
Public comments are due July 23 and a decision from the Minster of Environment and Conservation is due July 27.
