York Police lay charges in construction materials fraud case

RICHMOND HILL, ONT. — York Regional Police Financial Crime investigators have charged a Richmond Hill, Ont. man with multiple offences in connection with alleged fraudulent purchases of construction materials.

In 2022, an investigation began into a construction company operating as National Concrete Forming and Pars Concrete. The suspect allegedly purchased concrete forms and other construction materials using fraudulent bank drafts. The police say he would then sell those items to third parties at a discounted rate. By the time the initial sellers discovered the bank drafts were fake, the money was gone.

The transactions total $600,000 in frauds. Police say the victims’ trust was gained before they accepted large bank drafts for products.

On Jan. 16, 2024, a warrant was executed at an address in Toronto associated with company owner Ruzbeh Akhlaghi, where he was arrested and drugs were seized.

Investigators believe similar transactions have been made for several years across the Greater Toronto and Hamilton Area and are urging more victims to come forward.

Akhlaghi, 45, has been charged with six counts of fraud over $5,000, fraud under $5,000, four counts of false pretense, four counts of possession of property obtained by crime, three counts of uttering a forged document, trafficking in property obtained by crime, six counts of breach of probation, break and enter, conspiracy to commit fraud and counterfeiting.

At the time of the alleged offences, Akhlaghi was probation for previous unrelated crimes.

None of the current allegations have been proven in court.
