Dundee Kilmer Development to build 2015 Pan Am Games Athletes’ village in Toronto

Dundee Kilmer Development Ltd. is the preferred proponent selected by Infrastructure Ontario and Waterfront Toronto to design, build and finance the 2015 Pan/Parapan American Games Athletes’ Village near the Don River and Lake Ontario. The team includes Dundee Realty Corp., Kilmer Van Nostrand Co. Ltd., EllisDon Corp., Ledcor Design Build (Ontario) Inc., Brookfield Financial Corp., architectsAlliance, Kuwabara Payne McKenna Blumberg (KPMB), Daoust LeStage Inc., and TEN Arquitectos.

Dundee Kilmer Development Ltd. is the preferred proponent selected to design, build and finance the 2015 Pan/Parapan American Games Athletes’ Village.

Dundee Kilmer Development Ltd. was selected over fellow bidders Legacy Village Partners and Village Infrastructure Partners (VIP) for the project located on an 80-acre site next to the Don River in Toronto’s waterfront district.

The chosen team includes: Dundee Realty Corporation, Kilmer Van Nostrand Co. Limited, EllisDon Corporation, Ledcor Design Build (Ontario) Inc., Brookfield Financial Corp., architectsAlliance, Kuwabara Payne McKenna Blumberg, Daoust LeStage Inc., and TEN Arquitectos.

The Athletes’ Village will house 8,500 athletes and officials participating in the Toronto 2015 Pan/Parapan American Games. Afterwards the Village will become a mixed-use area, including affordable housing and retail.

Meg Davis, Waterfront Toronto, VP, Development – West Don Lands, said they were three “really amazing” bids.

“Dundee Kilmer’s differentiating factors were their design, although all the designs were good, theirs was just a little notch above. All of their technical submission, they just really did a superb effort.”

She said it’s a contemporary design with unique features, yet it’s cohesive with the entire precinct plan.

Infrastructure Ontario and Waterfront Toronto partnered on this project, which is using Infrastructure Ontario’s Alternative Financing and Procurement (AFP), where risks associated with designing, constructing and financing the facilities are transferred to the private sector.

The project includes an environmentally sustainable community that aims to achieve Leadership in Energy and Environmental Design (LEED) Gold certification for the design and construction of the new permanent facilities.

Some Village features are: a polyclinic (emergency care, outpatient area, rehabilitation area and equipment, pharmacy, medical imaging, laboratory services), a sports viewing room, religious centre, a security command centre and multiple laundry facilities, an 18-acre park featuring running and cycling trails, a recreation/fitness centre, a 400 metre track and a 50 metre pool.

Davis said such a project can provide a few unique challenges, like a fixed deadline.“The athletes will be arriving on a certain day and you have to be ready,” she said.

“There’s not a lot of room for contingencies, there’s not a lot of room for market fluctuations for the condominiums. Infrastructure Ontario has worked very hard with us to find ways to manage those risks over the next few years.”

Dundee Kilmer was the only local bidder, though it was not a requirement.

Davis said it’s nice that they understand the local market and area as they are already a developer in the Distillery District.

Infrastructure Ontario and Waterfront Toronto will begin negotiating contract details with Dundee Kilmer Development Ltd. Following finalization of a contract, the project is expected to reach commercial and financial close in fall 2011, which will mean that relevant contracts have been signed and the project’s costs are finalized.

“What’s great about the Pan Am Athletes’ Village is it’s going to develop a portion of the West Don land in accordance with those plans,” Davis said.

“Instead of taking 12 years, it’s going to be done in four years and it will be the heart of the West Don Lands and create that catalyst for the rest of the development.”
