The City of Westmount, Quebec, on the island of Montreal has awarded a $38-million design-build contract to Pomerleau Inc. for the construction of a recreation centre with ice surfaces and a pool.

Westmount is completely surrounded by the city of Montreal but is not one of its boroughs, or arrondissements.

The city plans to apply for gold certification under Leadership in Energy and Environmental Design (LEED). LEED requirements increased the cost from $37 million to $38 million.

The design-build contract was submitted to City Council for approval Monday night. Published reports Tuesday indicated Council had approved the project.

Scheduled to open in 2013, the new recreation centre will include two below-ground skating rinks, an outdoor 25-metre swimming pool, three outdoor tennis courts, exercise rooms for fitness classes, karate, yoga and ballet, dressing rooms, 67 parking spots and a pro shop.

The city expects to spend $12 million and raise $5 million in donations. Upper levels of government will kick in $20 million while $1 million has already been spent.
